solution 2 (use plain cmd) : on your PRJ directory, there is \VSPRJ\NuGet**NuGet.exe**
cmd there, execute as you see it in NuGet page aka https://www.nuget.org/packages/CefSharp.WinForms/39.0.0-pre02
jsnuget install CefSharp.WinForms -Pre
wait.. wait.. downloading… near NuGet.exe will be the package folder
